    Gravitational Geometric Phase in the Presence of Torsion

    We investigate the relativistic and non-relativistic quantum dynamics of a neutral spin-1/2 particle submitted an external electromagnetic field in the presence of a cosmic dislocation. We analyze the explicit contribution of the torsion in the geometric phase acquired in the dynamic of this neutral spinorial particle. We discuss the influence of the torsion in the relativistic geometric phase. Using the Foldy-Wouthuysen approximation, the non-relativistic quantum dynamics are studied and the influence of the torsion in the Aharonov-Casher and He-McKellar-Wilkens effects are discussed.Comment: 14 pages, no figur

    Mentally disordered young offenders in transition from child and adolescent to adult mental health services across England and Wales

    This paper provides an overview of transitions across forensic child and adolescent mental health services in England and Wales. The aim of this paper is to delineate the national secure services system for young people in contact with the youth justice system. This paper reviews findings from the existing literature of transitions across forensic child and adolescent mental health services, drawing attention to present facilitators and barriers to optimal transition. We examine the infrastructure of current services and highlight gaps between child and adult service continuity and evaluate the impact of poor transitions on young offenders’ mental health and wellbeing. Young offenders experience a broad range of difficulties, from the multiple interfaces with the legal system, untreated mental health problems, and poor transition to adult services. Barriers such as long waiting lists, lack of coordination between services and lack of transition preparation impede significantly smooth transitions. We need to develop, test and evaluate models of transitional care that improve mental health and wellbeing of this group. Mapping young offenders’ care pathway will help to understand their needs and also to impact current policy and practice. Key workers in forensic services should facilitate the transition process by developing sustainable relationships with the young person and creating a safe clinical environment. Transition of care from forensic child and adolescent mental health services is a neglected area.     Human Mobility in Large Cities as a Proxy for Crime

    We investigate at the subscale of the neighborhoods of a highly populated city the incidence of property crimes in terms of both the resident and the floating population. Our results show that a relevant allometric relation could only be observed between property crimes and floating population. More precisely, the evidence of a superlinear behavior indicates that a disproportional number of property crimes occurs in regions where an increased flow of people takes place in the city. For comparison, we also found that the number of crimes of peace disturbance only correlates well, and in a superlinear fashion too, with the resident population. Our study raises the interesting possibility that the superlinearity observed in previous studies [Bettencourt et al., Proc. Natl. Acad. Sci. USA 104, 7301 (2007) and Melo et al., Sci. Rep. 4, 6239 (2014)] for homicides versus population at the city scale could have its origin in the fact that the floating population, and not the resident one, should be taken as the relevant variable determining the intrinsic microdynamical behavior of the system.Comment: 17 pages, 8 Figure

    O impacto da auditoria interna na gestão municipal: o caso dos municípios portugueses

    Nos últimos tempos, a investigação em gestão pública tem evoluído significativamente. No entanto, apesar dessa evolução, são ainda várias as questões que permanecem sem resposta na investigação em Administração Pública. O estudo do impacto e da importância da atividade da auditoria interna na gestão municipal é disso exemplo. Este estudo teve como principal objetivo perceber em que medida as informações veiculadas pela atividade de auditoria interna influenciam a tomada de decisão dos órgãos executivos. Foram aplicados dois inquéritos por questionário. Um aos responsáveis pela auditoria interna e outro aos responsáveis do órgão executivo dos 278 municípios de Portugal continental. Os resultados obtidos permitem concluir que os respondentes têm o mesmo entendimento quanto ao impacto e à importância da atividade de auditoria interna na gestão municipal. Apesar de algumas das variáveis independentes não estarem diretamente associadas à variável dependente, observa-se que a auditoria é importante na tomada de decisões, quer pelos executivos como pelos demais utilizadores da informação produzida pelos auditores internos.Este estudo foi realizado no Centro de Investigação em Ciência Política (UID/CPO/00758/2013), Universidade do Minho e apoiado pela Fundação para a Ciência e a Tecnologia e pelo Ministério da Educação e Ciência através de fundos nacionais.
